Absolutley not. There is no value in buying followers if they are not organic. While it can be a longer process and can be discouraging at times, authentic followers are the only way you will see a ROI.
Mixed reviews on this. I think there is some value to ads, especially because you can customize your visibility, however I think you would have more success collaborating with a local influencer for trade of service or even paying their fee.
